SCM SPECIALIST

JOB LEVEL: CU

REGION: EASTERN CAPE

LOCATION: EAST LONDON

DURATION: 5 YEAR CONTRACT

PORTFOLIO: PMSU

PURPOSE: To administer and provide technical support in Supply Chain Management function in order to ensure efficient acquisition of goods and services in support of the organisational objectives.

REPORTING: Supply Chain Manager/ Admin and Finance Manager.

 

REQUIREMENTS: Minimum of a Bachelors’ degree in Supply Chain Management, Purchasing/logistics management and/or equivalent. A certificate in accredited SCM training programme from a credible institution will be an added advantage. Minimum of 5 years’ experience in supply chain, two of which must have been at managerial level. 

COMPETENCIES: Extensive knowledge and experience in Supply Chain Management and prescripts, knowledge of PFMA, CIDB Regulations, Treasury Regulations and Supply Chain Management Practice Notes is essential, Ability to work under pressure, Ability to work independently and willing to work overtime when necessary, the ability to manage staff and draft relevant procedures and/or Reports as required, Driver’s License and willing to travel is essential, Procurement management, Tender administration, Records management, Monitoring and appraisal, Cost and financial management, People management and report writing. 

SKILLS: Good interpersonal and Communication skills, Advanced computer skills, Conceptual skills, Excellent communication skills, Problem-solving skills, Analytical and pay attention to detail, Training and presentation skills, Information sharing, Negotiation skills and must be a good negotiator.

 

DUTIES : Demand Management, Procurement and Purchasing Management, Ensure tender administration, Provide Vendor Management Services and Ensure General Procurement Administration.

REGIONAL GENERAL MANAGER: EASTERN CAPE & WESTERN CAPE 

JOB LEVEL: EL 

REGION: EASTERN CAPE 

LOCATION: EAST LONDON 

DURATION: 5 YEAR CONTRACT 

PORTFOLIO: PMSU 

PURPOSE: Manage regional operations through planning, coordinating, technical support, and guidance to regional programme delivery. The role is further responsible for championing of emerging contractors and designated group’s empowerment in programme delivery. 

REPORTING: Executive Head PMSU 

 

REQUIREMENTS: Minimum of a Postgraduate Degree in Business Administration/Business Management or Business closely related field. A formal qualification in Project Management, A formal qualification in the built environment would be an added advantage. 8 years management experience within the built environment, 3 of which must be at a senior management level. Experience in Programme Management, Planning and Strategy implementation.

 Competencies: Business Management, Construction Management, General and Strategic and Operations Management, Programme Management, Financial Management, Budget Management and Cost Control, Supply Chain Management, Monitoring and Evaluation, Business Planning, Progress and performance reporting. 

Skills: Strategic thinking, Planning, Analytic, Communication (oral & written), Problem solving, Relationships building, Negotiations skills, Thought leadership, Stakeholder management, Knowledge management. 

 

DUTIES: Oversee regional strategic – and operations management. Ensure integrated infrastructure delivery planning and support. Implement national programme delivery standards and norms (design principles, quality assurance, etc.) Ensure stakeholder management, Oversee application of portfolio management standards and norms. Provide business development initiatives. Provide regional programmes delivery technical support, Provide emerging contractor and designated groups empowerment, Oversee financial management and governance, Resource allocation and management, Sub-unit leadership and management
