🎯 Purpose of the Role
The Deputy Director: Supply Chain Management (Risk & Performance Management) is responsible for overseeing SCM risk management strategies, contract performance monitoring, policy compliance, fraud prevention, and audit coordination across the department’s supply chain value chain.
📝 Key Responsibilities
Develop, implement, and maintain SCM risk and performance management policies, standard operating procedures, and ethical frameworks.
Review supply chain policies annually to ensure alignment with new legislation and National/Provincial Treasury regulations.
Act as the key focal point for internal and external audit queries and regulatory reviews.
Manage risk management assessments and implement measures to prevent fraud and abuse of the SCM system.
Monitor performance across the SCM function and safeguard confidential SCM information and records.
Track compliance with BBBEE, SMME goals, and national/provincial targets, compiling monthly BBBEE expenditure reports.
Design and implement monitoring systems to evaluate contract performance and vendor SLA compliance throughout project lifecycles.
Lead the sub-directorate: manage operational planning, human resources, performance assessments, discipline, staff development, procurement, and asset management.
✅ Job Requirements
National Diploma (NQF Level 6) or Bachelor's Degree (NQF Level 7) in Supply Chain Management, Internal Audit, Financial Management, Cost Accounting Management, Purchasing Management, or Public Management as recognized by SAQA.
3 to 5 years’ relevant experience at Assistant Director level (Junior Management) within Supply Chain Management.
A valid Driver’s License.
Systems Proficiency: Hands-on experience with MS Office (Excel, Word, PowerPoint), BAS, SAP, and SRM systems.
Knowledge: PFMA, Treasury Regulations, PPPFA, B-BBEE Act, SCM Framework, Risk Management, National Small Business Act, and Public Service Regulations.
Skills: Strong financial analytical abilities, report writing, presentation, conflict management, stakeholder relations, and workshop facilitation.
