🎯 Purpose of the Role

The Director: Physical Resource Planning & Property Management provides strategic direction and overall executive oversight for school infrastructure planning, immovable asset management, land acquisition, lease administration, and property records across Limpopo's public education sector.

📝 Key Responsibilities

  • Lead and manage the Directorate: Physical Resource Planning and Property Management in alignment with the department's infrastructure mandate.

  • Develop, review, and implement infrastructure strategies, User Asset Management Plans (UAMP), policies, procedures, and norms for school infrastructure.

  • Oversee the analysis of school infrastructure needs, evaluating enrolment trends, population demographics, spatial planning, and backlog assessments.

  • Prepare, update, and quality-assure project lists, project briefs, accommodation schedules, and business cases for infrastructure delivery.

  • Oversee immovable asset management, including land administration, land acquisition, disposal, vesting processes, and Immovable Asset Register maintenance.

  • Direct and monitor the administration of office/school accommodation, leases, municipal service accounts, Section 14 agreements, and utilities.

  • Ensure infrastructure planning complies with GIAMA, PFMA, Treasury Regulations, the South African Schools Act, National Building Regulations, and OHS legislation.

  • Maintain accurate infrastructure and property records across relevant systems, including NEIMS, EFMS, and departmental databases.

  • Coordinate with key stakeholders, including the Department of Public Works, Provincial Treasury, National DBE, municipalities, and external implementing agents.

✅ Job Requirements

  • An NQF Level 7 qualification as recognized by SAQA in Town & Regional Planning, Quantity Surveying, Architecture, Engineering, Property Management, Public Management, or a related field.

  • Minimum of 5 years’ relevant experience at middle or senior managerial level in infrastructure planning, property management, or asset administration.

  • Pre-Entry Requirement: Successful completion of the NSG Nyukela Pre-Entry Programme (Certificate for Entry into the SMS) prior to appointment.

  • A valid driver’s license (except for persons with disabilities).

  • Knowledge Base: GIAMA, IDMS, PFMA, Treasury Regulations, OHS Act, National Building Regulations, South African Schools Act, NEIMS, and EFMS systems.

  • Skills: Strategic planning, infrastructure project management, financial management, policy formulation, spatial analysis, stakeholder negotiation, and data analysis.
