🎯 Purpose of the Role

The State Accountant: Revenue and Systems Control performs revenue collection duties, maintains financial systems (BAS, LOGIS, PERSAL), reconciles cash books, and provides technical system support to departmental users within the Management Accounting component.

📝 Key Responsibilities

  • Revenue Collection & Receipts: Verify daily cash collected against physical receipt books and capture receipts accurately on the Basic Accounting System (BAS).

  • Cash Book Reconciliation: Reconcile cash book balances with physical deposit slips, monitor month-end/year-end book closures, and compile weekly, monthly, quarterly, and annual cash book reports.

  • Financial Systems Maintenance: Maintain departmental parameters on BAS, verify captured SCOA code structures against the organizational structure, and reactivate inactive system items.

  • User Support & System Administration: Provide technical system support to end-users across directorates, investigate blocked system IDs, allocate user functions, and monitor financial system outputs.

✅ Job Requirements

  • Grade 12 / Matric Certificate.

  • An NQF Level 6 qualification as recognized by SAQA in Financial Accounting, Financial Management, or Business Management.

  • Minimum of two (2) years’ relevant experience in a financial administration and accounting environment.

  • Systems Training: Hands-on training and working knowledge of government financial systems (BAS, LOGIS, PERSAL, and PASTEL).

  • A valid driver’s license (except for persons with disabilities).

  • Knowledge & Skills: Knowledge of the PFMA, Treasury Regulations, DORA, SCOA code structures, policy analysis, and facilitation skills.

  • Generic Competencies: Problem-solving, decision-making, customer focus, team leadership, financial management, planning and organizing, and computer skills.
