🎯 Purpose of the Role

The Administrative Officer: EPWP coordinates the rollout and compliance monitoring of Expanded Public Works Programme (EPWP) initiatives—such as National Youth Service (NYS) and community empowerment projects—across all cost centres within the Vhembe District.

📝 Key Responsibilities

  • Coordinate EPWP District Implementation: Facilitate recruitment for new EPWP intakes, establish master project registers across cost centres, and collect monthly attendance rosters for submission to Finance for beneficiary payments.

  • Data Management & Systems Support: Assist implementing bodies with data collection tools, compile project data files, submit records to Head Office for system uploading, and maintain organized project archives.

  • Project Monitoring & Forum Liaison: Conduct on-site compliance visits to EPWP projects, attend Municipal Infrastructure Grant (MIG) monthly meetings, participate in quarterly EPWP Monitoring & Reporting (M&R) district forums, and compile progress reports.

  • Beneficiary Mentorship & Training: Identify skills gaps and training needs for EPWP participants, facilitate developmental training interventions, coordinate stipends/compensation processes, and liaise with Head Office and partner developmental bodies.

✅ Job Requirements

  • Grade 12 / Matric Certificate.

  • An NQF Level 6 qualification as recognized by SAQA in Development Studies, Public Administration, or Public Management.

  • Minimum of two (2) years’ practical experience within an EPWP operational environment.

  • A valid driver’s license (except for persons with disabilities).

  • Technical Knowledge & Competencies: Deep understanding of EPWP guidelines and prescripts, Public Service Acts, PFMA, Treasury Regulations, policy interpretation, and data collection frameworks.

  • Generic Competencies: Strategic capability, problem-solving, financial management, team leadership, effective communication, planning and organizing, conflict resolution, and computer literacy.
