🎯 Purpose of the Role
The Assistant Director: Roads Project Implementation coordinates the planning, labor-intensive design, social facilitation, and execution of Expanded Public Works Programme (EPWP) road projects across Limpopo Province, ensuring compliance with civil industry standards and EPWP guidelines.
📝 Key Responsibilities
EPWP Business Plan Coordination: Establish local steering committees with municipal councilors and community workers to identify, prioritize, design, and cost EPWP road projects.
Participant & Project Registration: Set up databases for potential project participants, facilitate project advertising, ensure contract sign-offs, register projects on the EPWP Reporting System, and organize CETA skills training.
Project Performance & Quality Monitoring: Enforce adherence to EPWP Ministerial Determinations, daily task limits, SABS specifications, General Conditions of Contract (2000), and civil construction guidelines.
Contract & Technical Management: Develop project specifications using Labour Intensive Construction (LIC) methods, verify consultant documentation with legal directorates, and promote CIDB registration for local contractors.
Social Facilitation & Community Engagement: Convene workshops on community participation, manage relations between district offices and local authorities, provide OHS training, and audit demographic targets (% women, % youth, % persons with disabilities).
✅ Job Requirements
Grade 12 / Matric Certificate.
An NQF Level 06 qualification as recognized by SAQA in Project Management, Public Management, Community Development Studies, or a related field.
Minimum of three (3) years’ relevant experience at a supervisory level (Senior Officer / Admin Officer level).
A valid driver’s license (except for persons with disabilities).
Technical Knowledge: Roads Maintenance Manual, Labour Intensive Construction (LIC) principles, EPWP guidelines, PFMA, Treasury Regulations, and Public Service Acts.
Key Skills: Project management, financial management, community facilitation, problem-solving, stakeholder coordination, and conflict resolution.
