The Gauteng Office of the Premier serves as the administrative center of the Gauteng Provincial Government, leading provincial governance, policy alignment, executive coordination, and service delivery oversight. 🎯 Purpose of the Role

The Chief Director: Administrative and Secretariat Support provides strategic leadership and oversight for governance, executive administration, and secretariat support services to ensure the seamless operation of the Gauteng Executive Council (EXCO), Heads of Department (HOD) forums, and related high-level provincial decision-making structures.

📝 Key Responsibilities

  • Provide strategic leadership and executive oversight for Executive Council governance and administrative secretariat services.

  • Coordinate and manage the Executive Council Programme, including meetings, sub-committees, the Premier's Coordinating Forum, HOD Forums, Cabinet Makgotla, and intergovernmental forums.

  • Oversee content design, quality assurance, management, and distribution of cabinet submissions, agendas, resolutions, minutes, and confidential governance documents.

  • Manage the rollout, operationalization, and continuous enhancement of the e-Cabinet system, EXCO records management, and resolution-tracking mechanisms.

  • Provide integrated administrative, logistical, protocol, and executive support services for high-level governance structures.

  • Facilitate intergovernmental collaboration across provincial, local, and national spheres to strengthen policy alignment and executive decision monitoring.

  • Monitor and report on the implementation progress of Executive Council decisions across provincial departments and public entities.

  • Oversee human, financial, asset, and operational resources within the Chief Directorate in full compliance with the PFMA and Public Service Regulations.

✅ Job Requirements

  • An NQF Level 7 qualification in Public Administration, Public Management, Public Policy, Corporate Governance, or a related field recognized by SAQA. (A Postgraduate/NQF Level 8 qualification in a related field is an added advantage).

  • Minimum of 5 years’ experience at a Senior Managerial Level (SMS) with extensive experience in secretariat and governance support services to the Executive Council, HODs, and executive decision-making bodies.

  • Pre-Entry Requirement: Successful completion of the NSG Nyukela Pre-Entry Programme (Certificate for Entry into the SMS) prior to appointment.

  • Knowledge Base: In-depth understanding of the RSA Constitution (1996), Public Service Act & Regulations, PFMA, PAIA, POPIA, PAJA, and the National Archives and Records Service Act.

  • Skills: Executive report writing, policy development, e-Cabinet governance, protocol management, intergovernmental negotiation, and compliance oversight.

📌 Special Note on SMS Requirements & Preference

Applicants must complete the SMS Pre-Entry Programme offered by the National School of Government (www.thensg.gov.za). Shortlisted candidates will undergo two pre-entry assessments (a practical technical exercise and an integrity assessment) followed by psychometric testing. In line with the Department's Employment Equity Plan, equitable representation across designated groups will be prioritized.
