🎯 Purpose of the Role
The State Accountant facilitates management accounting services by supporting budget preparation, updating cash flow estimates, tracking expenditure, and compiling essential monthly and quarterly financial performance reports.
📝 Key Responsibilities
Collate financial supporting information for strategic, operational, and annual performance planning.
Prepare, capture, and process budget information for the Medium-Term Expenditure Framework (MTEF) budgeting process.
Prepare required information for the Estimates of Provincial Expenditure in compliance with Provincial Treasury guidelines.
Consolidate inputs and balance monthly and adjusted cash flows against estimates of expenditure.
Record approved adjustments and rollovers on the accounting system (BAS/SAP).
Review monthly transactions per program from BAS and update expenditure reports with commitments.
Compile standardized In-Year Monitoring (IYM) reports, monthly stakeholder reports, and quarterly performance documentation accurately and timeously.
✅ Job Requirements
Grade 12 plus a National Diploma (NQF Level 6) or Degree (NQF Level 7) in Finance / Cost and Management Accounting / B.Comm Accounting or an equivalent SAQA-recognized qualification.
1–2 years of appropriate/relevant experience in financial administration and auditing environments.
A valid driver’s license.
Knowledge: PFMA, Treasury Regulations, Division of Revenue Act, Public Service Regulatory Framework, BAS, SAP, Public Service budget processes, and customer service standards.
Skills: Excellent verbal and written communication, strong interpersonal relations, and technical management accounting abilities.
