POST 04/01 : DEPUTY REGISTRAR OF DEEDS: EXAMINATION AND SORTING AND DEEDS TRAINING

SALARY : R1 105 383 per annum (Level 13), (all-inclusive remuneration package). The package consists of a basic salary (which makes up 70% of the package) and a flexible portion that can be set up in any way that works for Senior Management Services (SMS).

CENTRE : Free State (Bloefontein)



REQUIREMENTS : Successful completion of the National School of Government (NSG)-approved Pre-entry Certificate for SMS. A Grade 12 Certificate, a B Proc (NQF Level 7) or LLB (NQF Level 7) or B Uris (NQF Level 7) or Advance Diploma are required of applicants. With a Diploma in Deeds Registration Law, Estate Planning and Administration (NQF 7) Experience in property conveyance at the middle or senior management level or as an Assistant Registrar of Deeds, Deeds Law Lecturer, or Deputy Registrar of Deeds is required. Deed registration. Statutes' interpretation. Examining the Deeds Analyses of information and research. Prescribes Human Resources. Techniques and Principles of Project Management How the court works. Prescriptive supply chain management and financial management Skills with computers Communication abilities Skills for organization Skills for solving problems Communication Skills Skills for writing reports ability to present. Development and analysis of policies.



DUTIES : Deal with the course of assessment and the enrollment of deeds and reports. Oversee assessment and register deeds in consistence with Deeds Vaults Demonstration of 1937 and Titles Demonstration of 1986 as well as normal, legal and case regulation and perceived practices and methodology and Boss Recorder of Deeds orders. Break down guidelines of assessment and draft report to Enlistment center. Award hearings to Conveyancers as to assessment matters and make decisions. Give Rustic Advancement Backing relating to the enrollment matters. Exhort the Courts on demand with respect to the plausibility of the applications. Remark on Draft Bills and Boss Recorders Brochures with respect to land enrollment and related matters. Administer the execution cycle. Endorse demands for late and sped up executions and for definite dark booking. Direct conveyancing issues experienced on deeds and give direction. Direct execution register of Conveyancers. Direct the arranging and dissemination of deeds. Direct the responsibility, work process, cycles and norms and carry out remedial measures to forestall and address overabundances/challenges. Deal with the completion times for deeds to be made accessible from lodgement to execution. Direct insights, exemption reports and carry out remedial measures. Support demand for withdrawal of deeds. Supervise the update of methodology manual. Oversee deeds preparing and improvement and library administrations. Deal with the Training Council/Analyst Gathering and issue brochures. Oversee execution of deeds preparing and assessment improvement plan. Regulate library administrations.

This is to ensure that all foreign qualifications are evaluated and verified to be equivalent to the equivalent South African qualifications.
